South Norfolk today approved the planning application for change of use from agricultural to land for community use.

"This is a well thought through proposal, with much support.  It was compiled with input and agreement from many environmental bodies: Norfolk Wildlife Trust; The Conservation Volunteers; Waveney Volunteers for Nature; Climate Change Research Centre at UEA; and the Waveney Bird Club. The local school is looking to include the site in their Climate Action Plan for the Department of Education. And the Norfolk Ponds Project have expressed interest in future stages which could involve the restoration of an old pond.  It has the written support of the local MP.


The proposal is in accordance with  the requirements of the Neighbourhood Plan. In particular, the site is referenced in policy RWH9 as a Local Green Space for special protection.  Use as a publicly accessible site, as proposed, aligns with the aims of this protection. The site is also listed in policy RWH19 as a Town Gateway.   The proposal will provide a good transition between the rural surrounding area and the urban areas of Harleston and complies with the Neighbourhood Plan.


The application is good for the environment. There is a biodiversity net gain, which is commendable given that the site is undeveloped green space at the outset.


There are two ways of looking at this application. Firstly, does it align with policies? It aligns with the Neighbourhood plan, delivers biodiversity net gain, and no concerns have been raised by the Planning Officer. Secondly, the human benefits in the delivery of a community green space. This is supported by the town council, local school, and many environmental groups. It will involve the local community and encourage greater interaction with the environment. Furthermore, it aligns with the emerging SNC Biodiversity Strategy.


This is a bold and adventurous project which may even provide a blueprint for other communities."
